Jiaxing delegation to participate in EU anti-dumping investigation defense hearing

In February, 2008, Jiaxing fastener import and export association forms a delegation and initiates some lobbying activities in EU for non-damaged defense against EU antidumping investigation, which causes to high attention from fastener industry and media at home and abroad. Jiaxing delegation participated in non-damaged defense hearing on Carbon steel fastener antidumping investigation held in Brussels, Belgium ,the European Commission headquarter, on the morning of May, 16th.
Market economy status is the key factor for respondent enterprises to get lower dumping rate. According to EU antidumping proceedings, the European Commission will offer the primary judgment on damage and dumping on August 9th, the final judgment in next February. However, related report from EU shows that all market economy status applications from Chinese respondent enterprises are rejected. It is very important for us to resort to non-damage defense activities. China fastener enterprises can not maintain the EU market unless they win this case.
During the hearing, Jiaxing defense team presented the defense reasons:
1. Raise doubts about the qualification of the prosecution: the prosecutions are not typical of its kind.
2. The prosecutions intend to won the market competition through resorting to trade relief means in the form of antidumping investigation.
3. During the investigation period, the price of Chinese fasteners does keep increasing.
4. China fastener exports do not cause any damage for EU industry.
5. Antidumping rate on Chinese fastener products is also bad for EU’s interests.
The defense delegation presents a lot of evidences and facts and EU committee’s six officials in the hearing also show great interest on this evidences. The delegation also paid a visit to two main prosecutions in Italy, hoping to reach mutual understanding through dialogue and communication.
