CFIA Met EIFI, Fighting against Anti-dumping Issue

On March 9th, led by Mr. Feng Jinyao—chairman of China Fastener Industry Association (CFIA), the China fastener industry delegation paid a 15-day visit to Europe which was mainly to Germany, Italy and UK.


The representatives of this delegation included Mr. Shen Jiahua, chairman of Zhejiang Province Fastener Industry Association, Mr. Wu Jinyao, chairman of Wenzhou Fastener Industry Association, Mr. Xu Pengfei, vice-chairman of Ningbo Fastener Industry Association, and Ella Leung, project manager of China Fastener Magazine.


March 11th, at 9 a.m.in Germany, the Chinese delegation and the delegation of European Industrial Fastener Institute (EIFI) held a formal meeting in the form of seminar in Wyndham Stuttgart Airport Messe, widely exchanging opinions of the current situations about the China fastener industry and the European. Two parties also openly discussed the sunset review case of anti-dumping duties on China’s fasteners imposed by EU and reached an agreement.

                        
There are nine representatives of EIFI delegation presented in this meeting, including Mr. Anders Karlsson and Mr. Beyer who is the chairman and secretary of EIFI respectively, the chairman of DSV, UPIVBE and ASEI, etc.

                        
Chairman Anders Karlsson first made a speech, extending welcome to the Chinese delegation, and introduced the situation of European fastener industry—the annual production of fasteners in Europe reaches an amount of 2 million tons from about 400 fastener-manufacturing enterprises with a total number of 50 thousand employees in this field.

                         
Later, Chairman Feng briefly introduced the basic situation regarding the Chinese fastener industry. According to customs statistics in China in 2014, the Chinese export fasteners to European reached about 700 million US dollars, of which, less than 100 million USD are belong to the five involving t categories of fasteners, while China imports fasteners from Europe come to about 1.1 billion USD, mainly high strength fasteners. The average import price of fasteners per ton was more than 10 thousand USD, while the average export price of fasteners per ton was 1,836 USD.

                       
Evidently, the damage to the EU's fastener industry is relevant to the import of China's fasteners and is actually related to internal structure of EU's industries. In addition, we should clearly know that fasteners exported from China to EU are middle and low-end products so that there are no threats to high-end fastener industry in EU. Confrontation will bring no benefits to each other. Instead, China and the EU should complement with each other, creating mutual benefits and benign development.


It was agreed by most representatives of EIFI delegation that the prices of raw materials and equipments from China fastener industry was transparent but the labor cost is increasing, which narrows the gap between China and the EU countries. Thus, the anti-dumping issue should comply with this trend and be resolved. However, the Italian representative insisted his stand of imposing the anti-dumping duties.


Therefore, Chairman Feng expressed his expectation that the manufacturers and traders of the European fasteners can unite as one, and jointly devote efforts to clearing up the misunderstanding and misjudgments. Confrontation with no communication is useless. When it is the time of sunset review, it is better to comply with the trend to clear up all obstacles, to advance mutual communication and mutual trust, and to cancel the anti-dumping duties on China’s fasteners, for sake of bringing the Sino-European fastener industry back to the right track and boosting the cooperation and mutual development.


On the conference, Mr. Feng proposed to establish a communicating and working group as soon as possible, of which the group crews would be drafted by EIFI and CFIA respectively, to deal with the case regarding anti-dumping duties on China's Fasteners imposed by EU. A communicating platform for two associations and a communication mechanism are necessary to set up for annual activities and regular contact, which will help to advance the communication and friendship. Also, a working platform and a mutual negotiation mechanism are needed to establish for the inter-discussion among the group crews with a goal of win-win and joint development. Hence, by means of regular practical discussion and communication among the group members from two sides, it helps to strengthen the understanding, eliminate the misunderstanding, and form a mode of trade for mutual benefits that each party can accept, thus to promote the mutual cooperation and common development.


At the end of this meeting, Chairman Feng formally invited all members of EIFI to hold the first Working Group Meeting when presenting and participating in the 2015 Fastener Expo Shanghai in June. The purpose is to deeply understand the real situation of China fastener industry, eliminate all obstacles and strengthen the communication and mutual trust.


At this formal meeting which lasted 3 hours, two parties reached an agreement while EIFI also positively expressed its opinions and concerns, and earnestly recorded the statistics and opinions from the Chinese side for a further survey after their return.


According to another reliable source, WTO will issue the final adjudication on the sunset review case regarding the anti-dumping duties on China's fasteners imposed by EU at the end of May. Insiders of China and Europe analyzed that there would still be a huge possibility for EU to continue imposing a 5-year anti-dumping duties on China's Certain Iron or Steel but with a lower duty rate. Mr. Feng said that there would be a further discussion with EU and also the Chinese Government, and meanwhile drawn together the Chinese enterprises to strive for the best interest for China fastener industry.
