NDRC and Ministry of Transportation jointly issues The 3-year Action Plan for Key Engineering Construction of Transportation Infrastructure ( hereinafter referred to as Action Plan). The Action Plan focuses on completing the rapid transportation network, foundation transportation network and the intercity transportation network. It aims to form an integrated traffic network, of which the international and domestic channel are linked together and the urban and rural regions are covered over a wide range.

The Action Plan points out that the period of 13th Five-Year Plan is a key stage for the Key Engineering Construction of Transportation Infrastructure. From 2016 to 2018, about 303 items of transportation, including the railway, highway, waterway, airport and urban railway, which covers a total investment of about 4.7 trillion CNY of the design project.

In 2016, the items are 131, with an investment of about 2.1 trillion CNY. In 2017, the items are 92, with an investment of about 1.3 trillion CNY. In 2018, the items are 80, with an investment of about 1.3 trillion CNY.
