
BANGKOK – Thailand’s Sub-Committee on Anti-Dumping and Countervailing Duties issued an affirmative final determination on July 21, 2026, ruling that Chinese producers had circumvented existing anti-dumping duties on high-carbon steel wire rods by adding alloys to alter product composition. The committee decided to retroactively extend the scope of duties to high-carbon alloyed wire rods with a carbon content of not less than 0.66% but less than 0.76%.
The circumvention ruling applies to three specified Chinese producers, with anti-dumping duties imposed on a CIF basis as follows: Jiangsu Yonggang Group Co., Ltd. at 15.04%, Jiangsu Shagang Group Co., Ltd. at 20.56%, and Zenith Steel Group Co., Ltd. at 36.79%. These measures are effective retroactively from July 31, 2025, and will remain in force for the duration of the existing anti-dumping measures. The final ruling announcement takes effect from the day following its publication.
The products covered by the circumvention ruling fall under Thai HS codes 7227.90.10.042, 7227.90.10.049, 7227.90.10.090, 7227.90.90.040, 7227.90.90.041, 7227.90.90.043, 7227.90.90.044, 7227.90.90.045, 7227.90.90.046, 7227.90.90.049, and 7227.90.90.090.
Thailand first launched an anti-dumping investigation into high-carbon steel wire rods from China on November 29, 2012. It issued a preliminary ruling on August 29, 2013, and made an affirmative final determination on May 17, 2014. Duties were officially levied starting October 17, 2014, with rates ranging from 5.17% to 33.98% on a CIF basis.
Thailand initiated its first anti-dumping sunset review investigation on May 15, 2019. Following the review, duties were renewed in May 2020 at rates of 12.26% to 36.79%, set to expire on May 15, 2025.
On May 15, 2025, the Department of Foreign Trade under Thailand’s Ministry of Commerce initiated a second sunset review, during which duties were collected in the form of cash deposits effective May 16, 2025, for a period not exceeding one year.
On July 30, 2025, the Department of Foreign Trade launched an anti-circumvention investigation at the request of a domestic industry association, examining whether the subject products were being exported to Thailand with minor compositional alterations to evade the duties. The investigation focused on high-carbon wire rods containing other impurities with a carbon content from 0.66% to below 0.76%.
In a parallel proceeding, on May 26, 2026, the Sub-Committee on Anti-Dumping and Countervailing Duties issued an affirmative final ruling in the second sunset review, extending the anti-dumping duties for another five years effective the day after publication. Under that order, high-carbon wire rods of round cross-section, with a diameter of less than 14 mm and a carbon content of not less than 0.76% and not more than 0.92%, are subject to CIF duty rates of 12.26% for Benxi Beitai High Speed Wire Rod Co., Ltd., 15.04% for subsidiaries of Jiangsu Shagang Group (including Zhangjiagang Shajing Steel Co., Ltd., Zhangjiagang Hongxing High Wire Co., Ltd., Zhangjiagang Runzhong Steel Co., Ltd., Jiangsu Runzhong High-Tech Co., Ltd., Zhangjiagang Rongchang High Wire Co., Ltd., and Zhangjiagang Rongsheng Steelmaking Co., Ltd.), 20.56% for Jiangsu Yonggang Group, and 36.79% for all other Chinese exporters.
