IEA(International Energy Association), headquartered in Paris has released "2007 Global Energy Outlook Report"recently and pointed out that by the year of 2030,near half of the increase demand for global energy will come from China and India which develop very rapidly in economy. The report forecasts that China will take the place of America as the top energy consumption country by 2010.
Facing high energy consumption, high pollution and limited energy and environment emerging during economic development, China begins to search for the overall change of economic development mode, resorting to economical development. Recycle economy, based on the core of efficient use of resources and recycling, is in line with the concept of sustainable economic development with the principle of "minimization, reuse, resource" and basic characteristic "low consumption, low emission, high efficiency". Recycle economy is a fundamental change of the traditional growth mode "mass production, high consumption, high defect".As a result, early in 2005, China has listed recycle economy as a national key project.
"Notice for Implementation of Recycle Economy Hi-tech Industry" released in 2007,sets down some encouraging policy: the relevant enterprises can hand in their project profiles and report of fund application to the State Development and Reform Commission(SDRC)which will select the best giving strong support.
Mr. Cheng Huiqiang, vice dean of Institute of Recycling Economy in Beijing University of Technology highly comments that China has entered into the historical stage that we must rely more on technological progress and innovation to accelerate economic and social development; high tech is the core driving force and important fundament for recycle economy development. According to the "Notice" requirement, SDRC will organize and implement hi-tech industrial special items for recycle economy.
The head of the SDRC said: The implementation of particular items is dependent on enterprises; the enterprises can get the demonstration project with relevant financial support. The principal of particular item implementation is to guide enterprises to effectively energy-saving and low-emission production and lead them to recycle economy through high tech. Judging from the long-term implementation, it is inevitable to accelerate the survival of the fittest theory in related industry, resulting "butterfly effect".
Enterprises should take precautions, and strengthen technological innovation. The related enterprises in the interview show their agreement with this advice and enthusiasm on the competition of particular items. The economy mode is under unconscious change while economy reform is just a matter of time. Therefore, it is inevitable for a new round of enterprise knockout. Changing to new economy mode is forging ahead.
