On 23rd, Dec, 2009, Ministry of Commerce, PR issued regulation No. 115/2009 and announced the preliminary determination of anti-dumping investigation on carbon steel imports from EU. The regulation points out that EU has dumped carbon steel fastener products into Chinese market and concluded that the imports from EU have caused material injury to the Community industry. No other factor has been established which has broken this causal link.
According to the preliminary determination, starting from 28th, Dec, 2009, importers of above mentioned products should pay related deposit to the Chinese Customs according to corresponding dumping margin (from 16.8% to 24.6%). The involved products fall within HS codes 73181200, 73181400, 73181500, 73182100 and 73182200.
The products concerned: Carbon steel fasteners products originated from EU, including: wooden screws, self-tapping screws, screws and bolts( no matter with or without nut and wash, excluding screws applied in railway and the screws and bolts which are shorter than 6 mm) and washers. Nut is excluded.
The name of the products concerned: Certain Iron or Steel Fasteners.
The deposit rate for different companies:
KAMAX-Werke Rudolf Kellermann GMBH & Co. KG: 16.8%
All other companies: 24.6%
The calculation formula is: Deposit = (Customs dutiable price of imports × deposit rate) × (1 + import VAT rate).
